Getting banned ip by microsoft

In the download process, when repeating it two times you might get banned ip by microsoft and cannot download it again, is there any solutions to it ( No vpns because it needs money ) I have already tried to reset the router and done it on another PC.

Correct, repeating the download will result in an IP ban by microsoft. In my experience this was always temporary and was reset in a matter of hours. If you are still encountering issues for multiple days, then I am not sure how I could help you. Maybe login to WiFi in a coffee shop and download it there, or contact microsoft with the link they provide you with.
