private mcps

hey there, i have a need to enable users of the better-chat (my own deployment) to share mcps (private by default) similar to how we have for Agents.

i can take a stab at implementation with a PR, but prior to doing so wanted to get maintainers' (@cgoinglove, & team) input on preferences on how this should get implemented - eg the UX, and the db schema.
