I ran into the same issue , turns out my account was flagged and that blocked all third-party app authorizations.
I reached out to GitHub Support and they helped clear it up pretty quickly.
If your profile shows as flagged, that’s definitely the cause.
Just hit up support here: https://support.github.com/contact/account they’re usually responsive!
