I propose to activate the free-threading compilation for
cibuildwheel. In this PR:cibuildwheelhas been updated to 3.1.3 (like in Bump pypa/cibuildwheel from 3.0.1 to 3.1.3 #555)cibuildwheelCythonis upgraded to the minimum version of 3.1 for free-threading support
