Upgrade to 6.5.3 is stuck

Detailed description of the problem

I've just tried upgrading to 6.5.3 (from 5.5.x) and Lychee is stuck on the /migrate page with this message:

Update not applied: `APP_ENV` in `.env` is `production` and `force_migration_in_production` is set to `0`.

I have tried setting APP_ENV to dev or local and that gives

INFO  Nothing to migrate.  

The only page I can access is /Logs and I see this error: App\Http\Middleware\MigrationStatus::handle:59 Database version is behind, please apply migration.

I did try 6.1.x before that, got stuck at the same issue.

Steps to reproduce the issue

Start with 5.5, create a working install. Then upgrade to 6.5.3 by replacing the files (I've kept database/, storage/ and public/uploads/).

Diagnostics [REQUIRED]

I cannot get diagnostics from the Browser:

 Update not applied: `APP_ENV` in `.env` is `production` and `force_migration_in_production` is set to `0`.

This is what I get from CLI:

gallery:/var/www/html# php8.4 artisan lychee:diagnostics

In Configs.php line 210:

  disable_recursive_permission_check does not exist in config!

Mozilla Firefox 64-bit (latest) on Windows 11. The system is Debian Linux (bookworm) with PHP 8.4.

You have access to the cli you you can probably run php artisan migrate --force
I think I will just kill that force_migration_in_production setting. I am done with errors with it.

I've just invoked the command you suggested, but it does not do anything:

gallery:/var/www/html# php8.4 artisan migrate --force

   INFO  Nothing to migrate.

So, this seems in line with the UI.

So the UI is still stuck on /migrate with the following message:

200 | Migration results
Update not applied: `APP_ENV` in `.env` is `production` and `force_migration_in_production` is set to `0`.

What can I do to complete the upgrade?

if you set your APP_ENV=dev temporarily in your .env, you will be able to run the migration.
You can revert to APP_ENV=production after. :)

That does not help:

The environment is set to dev:

database/ contains the migrations. If you are using sqlite3, you only need to keep the database/database.sqlite file, but you do need to replace all the other ones from the folder database. That is why you are not seeing any new migrations.

I've extracted a full 6.5.3 archive and then merged my local data in (the SQLite database, .env as well as storage symlinks). So the key issue as the database/ folder - it has both the SQLite DB file as well as Lychee's own stuff. I had a mismatch there.
