Missing contribution guidelines document on POT homepage

There is a section about contribution guidelines at the home page of POT. However, currently, the pointer file is missing https://pythonot.github.io/.github/CONTRIBUTING.md . I suppose it is important to have this document to encourage new contributors to the project.
