geo_coverage endpoint role restriction

The /covidcast/geo_coverage endpoint went into production recently with #1584. In our haste to release it, we neglected to add any of the role-based restrictions for protected signal sources. To prevent leakage of any privileged/restricted information, we need to add filtering of sources similar to the way other endpoints do.
