I wonder if your issue relates with #1059, and it triggers in your project as you refer to syntax which is valid only with latest Eclipse JDT?

Update Spotless to latest, and in your google-style-eclipse.xml, do the following find-replace:

   find: one line if empty
replace: one_line_if_empty

I think that will fix it.
