Rename winget package to align with .NET Foundation naming #1305
Description
The repository is now part of the .NET Foundation. To ensure consistency with the new repository name and foundation guidelines, the winget package should be renamed to DevProxy. This will help users easily find and identify the package, and maintain alignment with the official project branding.
