Fix unit test
Commit_WithOverriddenTimestamp_CommitsWithThatTimestamp()to handle time zones.The commit updates the
timestampvariable to explicitly useDateTimeKind.Utcsince UTC is what the resulting command line provides to Mercurial. It also converts the resulting logTimestampto UTC to perform the comparison.
