Add Test Stability History to the managed set

What feature do you want to see added?

A recent incompatibility with the JUnit plugin could have been detected before it affected production users if this plugin had been in the managed set.

The plugin hasn't seen a release from an actual maintainer in 7 years. Deprecate and move on?

A long-time user complained about it being broken recently in jenkinsci/junit-plugin#627 so I thought it would be desirable to keep testing compatibility regularly.
