Because:
"it's only for finding the last stable release." from
https://github.com/travis-ci/gimme#asking-gimme-what-a-version-is which is what travis uses according to https://docs.travis-ci.com/user/languages/go/#specifying-a-go-version-to-use
this looks legitimate.
