enhancement request: `Bandit` webserver support

Newly generated [phoenix projects are now bundled with Bandit](https://hexdocs.pm/phoenix/Phoenix.Endpoint.html#module-adapter-configuration), it be cool if we could use this UI plug without having to install Cowboy.
